Whatever became of the "world calendar" (I think it was called), that
had 91-day quarters with months of 30,30,31 days (or some other
permutation), and one "world day" at the end-of the year, not _in_ any
month. Leap year added a "leap day" between June and July, I believe.
One observation was that regularized quarters would have business benefits.
As I recall, it was suggested to make the conversion on a year where Jan
1 fell on a Monday (Sunday?).
I think I'm remembering this from several SYO ("score years ago", tm).
