We the People of the United States, in Order to form a more perfect

Many people believe that encouraging production falls under "promote
the general Welfare". Encouraging production is one of the main
purposes of government. Governments require funds to operate and since
they use taxes to fund government, encouraging production should,
theoretically, increase taxes and in turn government revenue.
