Well, yes I have some thoughts:

1) Who is hosting this thing ? Is the hosting donated or is the group paying for it ? Is power an issue ? If power is an issue then stay away from Pentium D's and try the Conroe (Core2 Duo) or newer chips.
2) If you're using 1.5G of RAM now, then sure, load up on RAM.
3) Hows the IO ? Is there much in the iowait when you run top ? Do you need faster disks ? Is it a RAID now ? Is it 1 or 5 ? RAID 5 sucks for DBs and other non-sequential IO. I am sure that if you are swapping that much, then IO will be horrible since it's using disk for RAM. I guess the only thing to say here is don't build a new RAID 5. 4) Are you going with a whitebox or a server from Supermicro or Dell or HP ? how much rack space do you get ? If you are thinking whitebox or Supermicro, a local shop called PCN is where I have my servers built to my spec. Well over 1000 servers in the data center came from them. I have almost 200 from them. 5) Does it make a big difference if you are using a tower or a 1U ? A tower will save you 70 to 100 buck on the case, and a tower might cool better if you are using a whitebox and a whizbang CPU. 6) Is it possible or feasible to split the work in to two servers ? Maybe the SpamAssasin and mailman on a box that is not serving the web site. This way the bursts of CPU and IO from Mailman and the memory hogging of SA won't affect web site "user experience".

I just don't know the resources (money, space, power, etc) to make a specific recommendation. If you want to speak interactively on this, give me a call.
