Prime time will not be 1800Z in all of China.  Now they have to have
different advertising for each unofficial timezone with different
showtimes.

But that isn't a problem because each TV station can only broadcast for a few hundred miles. So each TV station adjusts it programming schedule for the local time and people in other areas generally don't care when shows they can't see anyway are on.
