Oddly - as you wrote this, I was discussing this EXACT issue with Gregory Ruiz-Ade. The discussion was brought about by Lan's message. In short: Mailman apparently tries to be too smart for its own good, sees the To: or Cc: and finds the list with the highest priority (apparently, with -list being said highest priority) and sends it out there. The interested can check the list-id header to verify that both copies went to the same list. i dislike when things try to be too smart for their own good.
