It is an interesting talk.  He basically was saying that we should be
able to work at a higher level and ask the network for some content
that is uniquely identified and not care about the network topology
(IP addresses) from which the data comes.  The network should figure
out how to best get you your desired content, just as it now figures
out how to best route your packets to the destination.

His whole spiel sounds a lot like Freenet.  It is too bad nobody asked
him about it.
