Definitely. RAM is always the first thing you should look at when a
machine needs to be faster because when a machine gets "bogged down"
you are almost always waiting on the machine to swap.
That being said, also look down the road a bit. If you may shortly be
upgrading the motherboard and CPU anyway, it's probably preferable to
hold off on the RAM (which may not migrate over).
