Its because we think about Dansguardian Content Filtering. You can check its license, its not free for commercial usage:

Even we do installation for free, still all companies needs to pay to them.

But if we talk about basic content filtering by squid, then we can say its totally free.

Good point, i think we can write more details there and/or we can change it in that page.
