I agree that it could be in your interest to not hire smokers.  I'm
just not sure it's appropriate to discriminate based on that.

So what you mean is, "must be a California resident".  State of
license is only secondary to that.  Besides, what if I commute from
Tijuana with an international driver's license?  (Can a person do
that?)
