No.
Only Linux seems to require a dictator at the helm.
Even Python, which calls Guido the dictator-for-life, does not have a
single person who reviews everything. It has a group of committers who
pour code into the system.
Tcl was much better off once Ousterhout was no longer in the path of
code submission.
The *BSD bunch have used CVS forever, and yet have had groups of main
committers for years. This is even true of OpenBSD who are absolute
code-nazis.
