Fixing a ton of small bugs constitutes progress.  And it's a hell of a
lot more credible than a lot of code changes constituting progress.

That being said, it's possible to get wheel-spinning with a bug-tracking
system -- the horror story of fixing one bug re-enabling another bug in an
endless cycle is a distinct possibility -- but there's more hope of 
catching such a classic wheel-spinning cycle with a bug-tracking system.

can't reasonably expect me to do so.

Hey, I wasn't trying to be insulting, I was just objecting to the
astoundingly poor refutation of the accusation of wheel-spinning.
