Fixing a ton of small bugs constitutes progress. And it's a hell of a lot more credible than a lot of code changes constituting progress. That being said, it's possible to get wheel-spinning with a bug-tracking system -- the horror story of fixing one bug re-enabling another bug in an endless cycle is a distinct possibility -- but there's more hope of catching such a classic wheel-spinning cycle with a bug-tracking system. > I'm not going to post a changelog for the last four years of the linux > kernel development.
