The options for TVStandard and TVOutFormat are in the wrong place. The default depth is 16 and there is no resolution setting for that depth. That means the system will pick whatever it feels is "best" for that setting. If you want the display to be 800x600 then you should add a mode of "800x600" to make sure you get what you want.
