Simple-minded question. assuming you are trying this in rc.local:
Have you tried specifying the full path to "p4d"?

Implications behind this question:
Never assume that $PATH is the same in a script as it is in your own
login environment.
"su - perforce" to grab the environment belonging to user "perforce".
