Did you check with your local network services support group? :)
In Redhat, it's in /etc/vsftpd/chroot_users

chroot_list_enable=YES
chroot_list_file=/etc/vsftpd/chroot_list

Also, make sure that you set the users to /sbin/nologin for their shell.

As I understand it, vsftp is one of the better ones. so, LB, if you have
something other than vsftp on your server, maybe you should ask about it.
