except that not only is there a massive whole in basic computer skills due to
the
'sit em infront of the computer and let them figure it out' approach to
"learning the
computer" but also there is now a very real economic issue of at the government
leven and that includes schools and libraries. Private schools have been very 
interested in OSS from the various 'look who's using Linux and OSS' stories.

I will agree that a "here's this Linux thing, give it a try" is not going to
work very
well. But a "we can help you save money on a nice training system and have some
voluteers who'll help with the training too"  adding that there is also a "We
will
also give you all the software used in the training, plus more, for free".

Would that still be pushing a piece of string?
