The volume depends on the CD iteself. In the 20 years I've owned cd players, I never heard of one that "normalizes" as you describe. If such exists, that's pretty cool! What model do you have?
Is there a way to equalize them during the rip process?
Most ripping programs allow you to either normalize or set a +db level. Look for either of these features in your ripping app.
