It's true anyone can download Linux. The problem is that many consumers are 
unaware that Linux or OSS even exists. My cousins that go to high tech high are 
oblivious that Linux exists. Giving Distros would build awareness of Linux and 
would be relatively cheap for the group.

Another alternative would be to offer some presentations on Linux to K-12 
students.

Yeah, that's pretty much it.  Anybody who is going to run Linux has a 
fast enough net connection that there really isn't any point in buying them.

In addition, you can get a *free* Ubuntu CD from Ubuntu if you really 
want it.
