Yes, squirrelmail does it.

I don't think so. I believe squirrelmail uses you keys on your local machine.
Squirrelmail checks to see if you're running SSL and refuses to Encrypt or
sign if you're not. I have it on my server, but I haven't gotten around to
setting up keys and enabling SSL yet.
