An hour later, I think I might have a clue.  After Google search
linux+gnome+clock I found some reference to changing LC_TIME to make
the calendar "work properly".  But I don't know whose environment is
consulted when the Applet is started.

On the CentOS system LC_TIME="POSIX
On the Fedora system, LC_TIME="en_US.utf8"
