For easy mailing list management, phplist (http://www.phplist.com/) is
worth a look, but it won't do contact management. Another idea, if
the contact management part is significant, would be to use SugarCRM (http://www.sugarcrm.com/crm/
- look for the Open Source Community Edition) to manage customer/
contact details, and then use its marketing campaign function to do
the email blasts.
You're going to find that Turba is more of a web-based contact manager
(usually used as a component of a full webmail system), and probably
not appropriate for listserv duties.
