I've used MRTG for constant monitoring.
I've used iptraf to diagnose connection problems and network hogs
real-time (and to see when Windows and other things phone home or do
other stuff that they were trying to hide from me).
I've used ethereal for both of the above when I needed to analyze
something over a period of time at some later date/time.
