He didn't bring them down. End users were never affected. Management just found themselves locked out after they fired the only guy who knew the passwords. Seems like they should have handled it differently. He could have just as easily been hit by a bus and had the same problem. It isn't clear to me that he did anything illegal/immoral yet. He might have, it just isn't clear.
