'Klipper' in kde can be configured to do this kind of thing. Usually, it is configured to notice URLs and give them to a web browser, but I believe it is just a command line. If you aren't running KDE, it might be quite a bit of work to get just Klipper, though. You might try looking at 'glipper' to see if it'll do something similar.
