Yes. The library blocks a number of outgoing ports besides ssh. See last

True, but not pertinent to this discussion. Those links don't say
anything out outgoing ssh access, which they've been blocking for as
long as I've had a laptop with wireless. They just say you can use the
wireless to access the "web". I.E. port 80 and 443.
I'm looking at openvpn, perhaps on port 443, as a possible solution.
