Okay... What, _REALLY_, are you trying to accomplish?
Does everyone need to share the same data?
Are you _that_ tight on disk space that 88k of per-user files (yes,
88k is the size of /etc/skel on my CentOS 4 system, and that's what
gets made into a new home directory) would be too much for your
filesystem to bear?
Filesystems are made to store files; it's what they do. Don't feel bad
about making them do their job.
