Worry about compact representation seems kinda silly in the context of

Sure, but while XML is required to use unicode, unicode is VERY often
used outside the context of XML. Heck, databases alone account for a lot
of its use.
But they left out other very important needs. What's the glyph for
a cursive 'hello' in english? And again in american?
They have those. They have sequences for that. The UTF-8 representation
of the sequence is 'hello' for english and 'hullo' for american. ;-)
