Huh? How can they stop that? If they allow ssh, I don't think that there is a configuration option to stop people from using keys.

No idea. We do still send keys (and receive warnings if they change, like mine did when we upgraded our kernel), but its not sufficient to log onto the other box. It broke a lot of scripts when they stopped that.
