This happens sometimes. And it's not unlikely that the people running the
mirror
already know about the problem. Sometimes you just need to give the DNS caches
time
to update to the newer IP address of the server.

I'm not at all sure what file you mean, here. I edit my /etc/apt/sources.list
file
as needed to select what site to download from. You may find success by
modifying
that file, just don't forget to back it up before modifying it.

Many config files contain warnings against manual editing. Often this isn't
because
editing the file ruins it, but because debconf will overwrite your changes
anyway
and you'll lose all your configuration work. In such a case, there is usually a
place for the root user to store configuration parameters that debconf will
respect
and leave intact. Some of these are in /etc/defaults/
