Unless you are using frame-buffer mode, you probably can't change the resolution or the refresh rates. These are established by the video card itself when it defaults to VGA mode when it starts up. There may be some utility provided by the card manufacturer to allow an override of the clock signals, but since text VGA mode is considered DOS mode, the utility is likely to be a DOS program.
