The twice-annual question: what do I have to do to my Linux system to
cope with the time change.

Answer: nothing.

Further explanation: Unix-type operating systems keep time in UTC,
formerly known as Greenwich Mean Time. When the time is displayed to
a person, the appropriate computation is made to account for the time
zone. The program that does that also knows the DST rules for a wide
variety of time zones.
