How small is "small hard drive"?  6GB would be adequate, 10GB better. 
More if you like to accumulate large files.  The least expensive thing
you can do to maximize performance is to install as much RAM as the
system can use.

I'm doing pretty well on a Thinkpad 600E (300Mhz Pentium II), after
installing a larger hard drive (30 or 40 GB) and maximum RAM (288MB). 
I have progressed through RedHat 9 to Fedora Core 2 to Core 3 to Core
4.  I don't play high-speed video games.
