Are you referring to the data flowing to the card or from it...?? Chances are
you can only control the flow on your internal network unless you are
connecting to another endpoint that you control. With TCP/IP you can only set
class of service unless you are using some sort of bandwidth mgmt tool like
Packeteer.

Subject: how can I throttle down eth0

I want to limit the throughput of eth0. I haven't been able to find
anything using apropos. I'm not exactly sure what to search for.

I am confident that there is something in Linux that can throttle the
bandwidth used by my ethernet card.

In about a week, I will start DSL service and I want to start off with
an eth0 pipe that restricts flow to a little slower than my current
dialup speed (connects at 46Kbits, but throughputs at about 38 to
40Kbits). By making eth0 even slower, I would feel the pinch even more,
but not for long. Then I want to bring it up to a speed nearly the same
as my dialup, long enough to feel that it is about the same. Then I
want to throttle it up to about 20% faster. After I get used to that, I
want to drop it back down for a bit, and then go a little faster still.
And I just want to play around with that for a while. Why? I don't
really know. I just want to play with it.

Is there a way for me to be able to do this?

Cynicism is easy. Discount everything.
Scepticism is hard. Look carefully at it all.
