The list moderators already got this note, so I will re-bradcast it for
the group.

I have created a new mailman list: kplug-moderators. The idea is that
all the moderators will be assigned to that list, and the lists will
have the moderator set to that list.

This way, there is only one place to change where moderators are, and
they can subscribe/unsubscribe themselves.

Sounds nice in theory. So far, the testing of it seems to not be going
so well. I have set the moderator for kplug-announce to the
kplug-moderators list. I then sent a message to kplug-announce that
would have gotten tagged from moderator action. I never saw that notice.

So far, the only list that has been changed is kplug-announce. It gets
little traffic, so any problems won't be disasterous. I am still working
on the issue, and I will report back when there are better things (like
success!) to report.
