I suppose this isn't one of those situations where I can offer to let
them use mine.

It goes to the question of guests. I can understand that California
might not want to fund the "class" for non-citizens in attendance (hmm
... what about, say, Arizona residents?), but does that mean they can't
come in and watch as someone's guest (assuming room)?
