Or just poorly configured.

KPLUG-Announce was set to be a moderated list, so only proper
announcements could be made, and discussion could take place elsewhere,
such as on -list.

In an effort to cut down chatter, all new members were tagged as
moderated, and those new member postings were rejected. Oops.

I have set the moderated messages to Hold (so, in theory, one of the
moderators can review and approve it) and I have tagged you, Jim, as
having access to make immediate posts.

I have verfied that the other usual suspects have posting rights, also.

To all:
If you experience other problems, let this -steering list know and one of
us (the admins, as I am not a moderator) will tend to it.
