It is a "throttle body" and yes you do not need a fuel pump. Whether or not you CAN use a fuel pump, I am not sure, but I think that when I had one, I was using a fuel pump with it. It does not require anything to run it, except the proper amount of fuel flow. I assume you have a gravity feed system.
You always have a need for carb heat because you never know when that one time will come along when you do need it. Also carb heat can be used to enrich the mixture beyond what the "mixture control" will do. I have an Ellison now. It is also a throttle body carb, but, Ellison says that you must have Carb Heat available. I do, but have never used it because I needed carb heat. What engine are you planning to use it on?
