Keep in mind that you can't eliminate induced drag...you will always have
wingtip vortices.  I can't write the formula on my tablet.  (cl squared /
pi e AR).  Most wingtip devices simply improve the efficiency by increasing
the effective span or increasing the elliptical ratio since that's about
all you can change with wingtips.  I read an interesting masters thesis
that was studying wingtip sails...he was trying to use wingtip vortices to
create thrust instead of reducing induced drag...it looked like feathers on
the wingtips of an soaring bird...extremely high drag at low speeds but
interesting.
