I thought it was a perfectly reasonable question.  If I had ordered 
something from a company I had no prior relation with, and heard nothing 
for three weeks, I'd start asking questions too.

Steve must be rather stressed because he does not normally respond in 
such a harsh and negative tone.

TK, I think the Better Business Bureau would be the approximate 
equivalent to your Consumer Affairs.  In the US, the Attorney General is 
a lawyer, but you are correct that this is a section of the gov't.  Each 
of the States has a State Attorney General, and that office is entirely 
appropriate as an initial contact to figure out where to go to find out 
more information about a company's business practices.
