My opinion is that a second pilot in a KR on the first flight is a
recipe for disaster.  There is a reason that the FAA has required only
one pilot and working your way up with increased weight and exploring
the CG envelope in steps has been the way it has been done in the past. 
An already overweight KR on it first flight and exploring slow flight
and stalls before the first landing does not sound good.  With something
like an RV that is nearly the same as any other RV out there the second
pilot idea might not be that bad.

 I read only part of it and stopped where it says;
" 8. DETERMINING AIRCRAFT ELIGIBILITY. Eligible aircraft must meet all
of the following requirements detailed below:
a. Experimental Certificate. Experimental certificate issued under ?
21.191(g), Operating amateur-built aircraft, or ? 21.191(i)(2),
Operating light-sport aircraft.
b. Kit-Built Aircraft. Currently the FAA is limiting aircraft
eligibility to those aircraft built from a kit. These aircraft have the
highest population and consistency from aircraft to aircraft.
Plans-built aircraft will not be considered at this time."

So our "plans-built" KR's don't qualify. Bummer. My first flight ended
in an incident the inspector termed "hard contact with runway" Talking
with Zipper, another pilot aboard might have prevented this incident.
Maybe the FAA & EAA will extend the program to include plans-built
aircraft in the future. I hope so.
