The faster an actuator extends is better. The reasoning being this is that 
the retract time will be the same. If you are on approach and have the belly 
board fully extended and you need to do a go around or touch and go then you 
want the board to retract as fast as possible. The actuator I have on my 
belly board is the Van's RV flap actuator. It extends and retracts in 7 
seconds. I have actually done a takeoff with the board fully extended. It 
was a very slow climb out to say the least but it can be done. I do not 
suggest you buy the Van's actuator because they cost $380.00 now. I think I 
paid $280.00 for mine back in 2004. Take a look at this link and do a search 
on part number:
