Well Scott, it appears from the picture below of the plans the outboard powder coated F-634-L&R seat belt anchors are attached to the rear spar carrythrough with the following: AN3-6A bolts, AN960-10L washers, AN960-10 washers and AN365-1032 nuts. The inboard seat belt anchors use the same washers and nuts but the bolts are AN3-5As.
