You can make it whatever height you want. There's been absolutely no aero engineering put into those tail templates whatever. It's a pure SWAG, but uses real airfoils, rather than the cartoons used in the plans, and the horizontal stab spars are thicker, thus stronger, allowing them to be longer if desired. Those templates are simply how I made mine, not necessarily a recommendation as to how anybody else should make theirs. I'm going to have lots of power, so I built in extra vertical stab and rudder. If you're going to use an 1835cc VW or something, make it stock height. Whatever you want to do...
