Harold I reckon the elevator has too much authority. Move it an inch and pitch alters by a mile. It is the horizontal tail that needs increasing in volume not the elevator per say. That is, the elevator then has to work harder to move the tail either way from zero AoA thereby decreasing its sensitivity.

I guess that I will have to rebalance it again when I am done.
