Yes , GM used a small elec. grid heater under the carbs on chevettes and citations. it is 12 v and easily adapted to use as pre or post heat. Go to a junk yard and get one they may just give it to you. It is part of the gasket, but can be cut out. I used one on my Sonerai and it worked great.
