    Is your encoder new? I installed a used one and it required an A&P to 
    certify it. The A&P has a piece of equipment that brings the encoder up 
    to altitude and checks the readings . The dangerous thing is a faulty  
    encoder may work at certain altitudes and not at others.
    If its new may be you can send it back to the company.
