Flaps produce lift and drag, slowing down approach speeds and increasing
your angle of decent for any given airspeed. Airbrakes provide drag, but no
change in lift, so you maintain the same speeds during your approach, but
with the higher drag coefficient, you have a higher sink rate and don't
float as far.
