I am a CFI and it does not permit you to use taxi time unless you had the capability to make the flight. Simulator time is either approved sims or flight training device that is approved, not just any you choose like Flight Sim 2004, and must have an approval letter from the FAA recognizing it for being able to use it for training time. Then it is only approved for certain ratings and for certain types of proficiency checks. VFR flying is not one of them! It generally can only be used for substitution for the required simulated instrument time, or "hood" time as we call it, and then most ratings have a limit as to how much can be substituted. PIC as per the FAR definitions is the person designated as the pilot in command for the flight (operative word)! Otherwise there would be all kinds of pilots who could just taxi around as subsititution for reauired solo flight time etc... Only counts if you intended and were capable of flying.
