I was taught back in the d.a's that there were 2 types of control balance. 1 Aerodynamic which reduces stick loads,(control surface extended beyond the hinge line) and 2. Mass balance ( lead weight in front of the hinge line balancing the control weight) which prevents flutter. This worked on Wappiti's and is good enuf for me.
