John,

The need would be more cosmetic than aerodynamic.  An aerodynamic 
counterbalance on the rudder would lighten the rudder somewhat, which wouldn't 
be a bad thing, but isn't something I would term as necessary or needed for 
stability reasons.  It's really your choice.

I am debating if I need to counter balance my rudder. I did do the elevator but 
wondering if I really need to do the rudder. It might look odd to have one
