Actually, you get a repairman certificate for the plane, not an A&P.  The
repairman certificate give you the ability to do the annual condition
inspection.  Any owner of an experimental, if they built it or not, can do
the maintenance.  If you did not build it you need to get an A&P to do the
condition inspection, but they do not need to be an IA like they would for a
certified plane.

That is only if you build it yourself. The person who built it can continue
to be the A&P on that plane, if they received their A&P license for it.
